Board Meeting 11/12/07

Meeting began at 6:08
Pastor Dave gave the invocation and Scott Black lead the
Pledge of Allegiance.
President Herb asked the Secretary if anybody has not been
attending meeting and should be moved to the “auxiliary board”.
Secretary Richard reported that only Asst. Treasurer Marline has missed
more meetings than she has attended. It
was decided not to move any members.
Kathleen Fink announced her resignation as Vice President
citing personal reasons. Chair
Scott accepted her decision with regrets. President
Herb appointed Judy Geiger as interim Vice President until elections in January
or February 2008.
President Herb recommended the following new members of the
Board of Directors. Judy Geiger,
Corporal David Hink, Lynda Sherrill, Denny Mihalinec.
It was moved and approved
President Herb presented his President’s Report (copy
below), and Kathy presented her Grant Committee report (copy below).
Both were accepted.
It was discussed that perhaps the Sheriff’s Office had
some grant programs that we could apply for.
President Herb stated that we needed some income for the recurring
expenses such as gas, maintenance and insurance for the security vehicle.
President Herb and VP Judy will approach the Sawmill Campground for
donations.
Denny suggested that we should try to get “Welcome to
Trilby” signs if possible. He
also suggested getting funding for executive secretary or other members of the
organization. Kathy explained that
most grants she has researched will not fund salaries.
New ideas: President
Herb reported on his experience with a carnival at the LOL Flapjack Festival.
He said it would bring in income for the Fall Festival.
Secretary Richard will contact Lacoochee School to get more information
on their carnival last month.
Denny and Treasurer Kim talked about a spring bike rally,
tenitatively called Tour de Trilby. Treasurer
Kim is Chair of the Planning Committee with Pastor Dave, Denny, and Jenni as
members.
We are still planning on a 4th of July event and
a Fall Festival on September 27, 2008
Denny suggested that we consider a monthly “farmer’s
market” with vendors as a fundraising activity.
Chair Scott reported that the County and the Historical
Society will be placing a historical plaque at the Owensbough Junction end of
the Withlacoochee Trail. It will be
dedicated in January or February.

While we have had just the annual "Town Hall"
meeting so far this year, the Association has been very active and involved in
community affairs.
We started the year off with the annual meeting and
elections in January. Only one office was filled, that of Asst. Treas.; Marlene
Sheldon was elected at that time. The remainder of Association Officers were
serving their second year of a two year term. Elections for the office of
President, V. Pres., Secretary and Treasurer will be held at the annual meeting
in January, 2008.
We held our first of four Executive Committee meetings in
Janu ary to plan the years activities. It was decided that we would sponsor two
main family outings for the year, a Family Fourth of July Picnic at Manor Park
and the 3rd annual Fall Festival and Children's Safety Rally on September
22,2007. I will have more to say about these events later in this report.
We have been concerned about the lack of sufficient
operating funds throughout the year. We did receive financial help from a few
businesses including Wilton Simpson and The Saw Mill Charities. Without these
contributions, we would not have been able to put on these events which means
that we must secure monetary assistance before the end of this year and early
next year to fund activities for 2008. Securing Grants and other donations, I
understand will be discussed at this Board Meeting. Kathy Riley is Chairman of
this committee and will give her report separately.
Financially we exist primarily from our quarterly income
from DCF of $1,125. which we receive within the first 15 days of the next
quarter. For instance we received our first quarterly check for Aug., Sept. and
October the first part of November. Our remuneration from DCF was increased this
first quarter of our fiscal year starting Oct. 1st from $900. to $1,125. We
submitted an annual budget of $7500 which included $3000 for someone to man the
center full time but were pleased when it was at least $5,500. This means we
have to continue to depend upon volunteers to run the ACCESS services.
Events this year:
Fourth of July
Fall Festival and Safety Rally
These events were highly successful, with steadily
increasing attendance and participation.
We helped 97 children with DNA identification at the Safety
Rally. The Fourth of July Picnic was successful even through a short shower. The
music kept on.
We need to recognize the following very important people who
have consistently help us through volunteering their time and efforts.

In the past year, we have had Executive Committee or Board
meetings on Jan 4, Apr 3, July 12, Aug 9, Oct 1, and now on November 12. In
addition, the Events Committee held weekly meetings for the two months leading
up to both events.

Grant applications have been submitted to the Community
Foundation of Pasco County for a summer program at the Trilby Park, Ben &
Jerry’s Foundation for the Trailblazers (uniforms, bikes for patrols), the
Hometown Helper group for lights, and Publix Charities for the Children’s
Safety Rally. Our application was
rejected by Publix Charities. We
have not heard from Ben & Jerry’s, or the Hometown Helper group.
The
Community Foundation of Pasco County is going to fund the summer program at the
park with a $2,540 grant for a summer director, materials and lunches for
children on Saturday mornings in June, July and August.
I
have four more sources of possible grants, but I haven’t sent in any
applications to them. I am hoping
that I will get some further guidance as to what areas GTCA needs grants for
before I continue. Realistically I
won’t get to it until mid-December.
